That said, I don't believe a scarf around the shoulders actually is a traditional Japanese clothing item. Off the top of my head, the closest thing to a scarf I can think of is the 半衿 (han'eri), which is worn around the neck beneath (donc pas ce que tu cherches) the kimono and is more like a collar. Of course, there is 襟巻 (erimaki), but I don't think that's traditional. And anyway, it's a muffler/comforter-type scarf and as such would be worn around the neck and not the shoulders. There's also 肩掛け (katakake), which is a shawl, but again, I think that's a modern thing, not a traditional one. (Granted, I'm not exactly an expert on traditional/archaic Japanese women's clothing, and my memory tends to be slippery.)
So I wonder whether the scarf mentioned here is 天衣 (ten'i), that divine, floaty, ribbon-like strip of gauze or ornamental cloth, which you see on goddesses like Benzaiten and Uzume (there's a picture of the former here--she's the first lucky god listed). This fashion would seem to have been appropriated by male tengu in Tactics, though.
